New World and Pak'n Save Lower North Island and Upper North Island are run by two different arms of foodstuffs so the prices will be different. Same for South Island. So what you have in one part of NZ is likely to be a different price at another Pak'n Save in another part of NZ.
I have just spoken to Fonterra about the water content and it is less than 1% - and its in all butter. Mainland and Anchor are both made by Fonterra, and they have always had water added, it's only recently they have had to show water on the ingredients as it's exported. Anchor is not exported so they don't have to show. They are essentially the same butter. (So I guess same goes for cheaper brands)
